try where Utah, Wyoming & Colorado come together. that gives you 3 non-resident areas you can hunt in one trip. it is good where North Dakota & Montana come together. eastern Idaho along the Wyoming border is good. all western states have US Bureau Land Management & US Forest lands you can hunt on. non-resident deer licenses might be given through a lottery and you might only get a license 30% of the time so apply to an area that has good antelope as well as mule deer- then you can scout mule deer habitat after you fill your antelope license. a non-resident antelope license might be $150 cheaper than a deer license also so you can learn the area and migration patterns.

Near Mountain Home AFB, Idaho. I had a friend that lived just off base and could, if he wanted to (but he did not), shoot mule deer off his front porch in the Winter. I usually went farther North into the hills. Mule deer are mountain dwellers and come down in the Winter, but 3000 feet is as low as they went, and they preferred higher elevations if they had shelter & food. You could try Western Nebraska or Eastern Colorado, as they have mulies and fairly flat terrain.

SD posts public ground. Go west half of the state. Best hunting I have had is by Standing Rock Reservation.

Try searching on your states DNR web site for public and government land that is open to hunting.
